1. Purpose of the Position
This role is the Client’s senior executive on-site, leading project delivery, governance, risk, finance, and coordination for a prestigious University Campus. Ensure on-time, on-budget execution with full transparency to leadership.
Key Responsibilities
1- Project Governance & Controls
- Provide structured monthly and quarterly reports to the Steering Committee
- Present project performance dashboards covering schedule, cost, risk, and quality metrics
- Escalate strategic risks, claims exposure, and critical delays for executive decision-making
- Seek Board approvals for major variations, budget adjustments, and contract amendments
- Ensure alignment of project execution with national development and Omanisation objectives
2- Project Governance & Controls
- Maintain full oversight of project governance framework and compliance procedures
- Lead master schedule monitoring and critical path management
- Oversee cost control, forecasting, and financial reporting accuracy
- Implement structured risk management and mitigation strategies
- Ensure transparent documentation and audit readiness
- Conduct regular project audits and lessons learned sessions
3- Technical & Delivery Oversight
- Provide executive supervision of civil, structural, and infrastructure works
- Ensure strict compliance with approved designs and quality standards
- Oversee integration of civil, architectural, and MEP systems
- Ensure infrastructure systems including roads and utilities meet regulatory standards
- Lead value engineering initiatives to optimize designs
4- Commercial & Contract Management
- Review and endorse variation orders and contractor claims before Board submission
- Monitor contractual compliance and performance indicators
- Oversee interim payment certifications and cost validation
- Support dispute avoidance and strategic resolution planning
5- Quality, HSE & Compliance
- Ensure compliance with Omani regulations and authority approvals
- Oversee implementation of QA/QC systems and reporting mechanisms
- Promote a zero-incident safety culture across all contractors
- Ensure compliance with ISO 9001 / 14001 / 45001 standards
6- Any other duties as deemed necessary by the Line Manager.
Experience & Qualification:
- Bachelor’s Degree in Civil Engineering (Master’s preferred)
- Omani National (mandatory)
- Professional Project Management certification (PMP or equivalent) preferred
- Minimum 15 years of experience with executive-level project responsibility
- Experience reporting to Boards or Steering Committees is highly desirable
- Proficiency in Primavera P6 / MS Project
- AutoCAD / Revit knowledge preferred
- Fluency in English & Arabic
- Good knowledge in MEP and Facility Management
